On June 1, a special seminar on environmental diplomacy was held (the first EDL seminar of 2012) organized by Prof. Kenichi Matsui (chaired by Prof. Maki Tsujimura), an EDL collaborative professor.
Mr. Kohei Nakamura, Senior Negotiator for climate change at the Climate Change Division of the International Cooperation Bureau, Ministry of Foreign Affairs, Japan, gave a special guest lecture on “Climate Change Negotiation and Japan’s Diplomacy”, with special reference to climate change policy. He first, explained the background to COP and the structure of related organizations, and emphasized the need for complicated negotiation when protecting national revenue for current and future generations to achieve the clear objective of “reducing CO2”. EDL students raised relevant questions regarding perspectives on the Kyoto Protocol, bilateral offset credit mechanisms that may achieve a win-win result, priority issues in negotiation, and Mr. Nakamura gave substantial answers from his own experiences of negotiation.
